General
Information
Certified Addictions Practitioner Assistant (CAPA)
- The practice of a
Certified Addictions Practitioner Assistant consists of assisting in the
practice of addictions treatment (not including diagnosis), prevention,
intervention, referral and follow-up under the supervision of a qualified
clinical supervisor licensed in the state of Wyoming.
General Requirements for
Certification
Unless extended, persons
shall have six (6) months from the date of employment to become certified. The
Board may, for good cause shown, grant an extension of this grace period. It is
the sole responsibility of the applicant to ensure that the Board receives all
documentation necessary to prove to the Board’s satisfaction that the applicant
meets all the requirements for licensure herein.
The applicant must provide
satisfactory evidence to the Board that they:
- Are of majority age
- Have no felony
convictions, and no misdemeanor convictions involving moral turpitude,
although exceptions to this requirement may be granted by the Board if
consistent with the public interest;
- Are legal inhabitants
of the United States
- Satisfy the
requirements established in these rules.
Education
The Educational requirement
for certification as an addictions practitioner assistant may be met by:
1.
Holding a current National
Certified Addictions counselor Level 1 (NCAC 1) certification in good standing
from the Association for Addictions Professionals (NAADAC), or a current Alcohol
and Other Drug Abuse Counselor (AODA) from the International Certification and
Reciprocity Consortium (IC& RC)
2.
Completion of an associate’s
degree program in addictionology, chemical dependency, substance abuse
counseling, or an equivalently termed degree program, from an educational
institution accredited by one of the regional or national institutional
accrediting bodies recognized by the Council for Higher Education Accreditation
(CHEA) or
3.
Completion of 270 hours of
addictions specific course work and/or training as follows:
a.
A maximum of 70 contact hours may
be completed in general mental health discipline subjects. This must include
training/education in Addictions Assessment.
b.
A minimum of 200 contact hours
must be related specifically to addictions therapy.
Supervision
Certification shall not be
issued, nor clinical practice permitted, until the applicant provides
documentation of a qualified designated clinical supervisor.
1.
Certified Addictions Practitioner
Assistants may only provide services under the ongoing, direct administrative
supervision by their employer.
2.
Individual and/or triadic
face-to-face clinical supervision by a designated clinical supervisor must be
provided monthly at a ratio of at least one hour for every 20 hours of direct
clinical provision of services defined in this act. Group supervision is
acceptable for additional hours of clinical supervision.
3.
In the event of a change of the
designated clinical supervisor, the CAPA must notify the board in writing. The
CAPA may not provide services until documentation of a qualified designated
clinical supervisor has been provided to the Board.
Professional
Recommendation Requirement
- Applicants should
demonstrate their integrity, professionalism and character in addictions
therapy through three (3) professional recommendations which attest to the
applicants’ abilities and professional performance.
Examination Requirements
- Examinations will be
scheduled by the examinations provider.
- Applicants failing the
examinations may be eligible for re-examination.
- The Board will accept
the passing score as established by the examination provider approved by the
Board.
- The Board will accept
a passing score on the following examinations:
a.
The Association for Addictions
Professional (NAACAC), NCAC Level I exam.
b.
IC&RC Alcohol and Other Drug Abuse
Counselor (AODA) exam.
c.
Other examinations as may be
approved by the Board.
Certification by
Endorsement
- Persons holding a
current certification in good standing as a CAPA issued by another
jurisdiction may be issued a certification by the Board provided that the
applicant presents proof satisfactory to the Board that, the applicant
currently possesses credentials, qualifications, training, and experience
comparable to those required by the Act and these rules.
Standards of Conduct
1.
The term “Certified Addictions
Practitioner Assistant” may be used only after the applicant is granted
certification by the Board, and only in conjunction with activities and services
that are part of the supervised employment.
2.
In the required professional
disclosure statement, the Certified Addictions Practitioner Assistant shall also
provide full disclosure to every client, of the supervised nature of their work,
which shall include the name, address and telephone number of their designated
clinical supervisor.
3.
The supervisory relationship must
be indicated and the designated clinical supervisor’s name, address and
telephone number must appear on all documents relating to advertisement by the
CAPA.
4.
The CAPA shall adhere to the
Association for Addictions Professionals (NAADAC) “Ethical Standard of
Alcoholism and Drug Abuse Counselors, Specific Principles” incorporated as
Appendix F.

standing

Other applicants may meet the
educational criteria y the completion of a baccalaureate degree program in a
mental health discipline with concentration in addictionology, chemical
dependency, or substance abuse from an educational institution accredited by one
of the regional or national institutional accrediting bodies recognized by the
Council for Higher Education Accreditation (CHEA), with the listed twenty one
(21) semester hours of course work (either graduate or undergraduate) completed
in each of the core areas defined herein:
A.
Course work must be completed in
each of the following four (4) subject areas for a minimum of eleven (11)
combined semester hours:
a.
Counseling Theories - 3 Semester
Credits.
b.
Counseling Skills - 3 Semester
Credits.
c.
Practicum in Addictions/Chemical
Dependency Counseling - 3 Semester Credits.
d.
Counseling Ethics - 2 Semester
Credits.
B.
Course work must be completed in
any combination of the following five (5) subject areas for a minimum of 10
combined semester hours.
a.
Alcoholism: To include
biochemical, socio-cultural and psychological factors.
b.
Drugs and Behavior: A survey of
drugs with abuse potential in addition to alcohol that affect behavior including
psychopharmacological information
c.
Addictions and Special
Populations: (i.e., adolescents, women, ethnic groups, elderly, adult children
of alcoholics, the impaired family, impaired professional, athletes, criminals,
etc.).
d.
Addictive Behaviors: Gambling,
eating disorders, sexual addictions, cults, compulsive behaviors of non-ingestive
nature, etc.
e.
Addictions Assessment: Appraisal,
assessment, testing, diagnosis/duel diagnosis.
2.
The official transcripts, course
prefixes, and course descriptions clearly identify the educational program as
preparing persons to be addictions practitioners.
3.
Course work must be completed in a
baccalaureate program or subsequent graduate level course work.

Licensed Addiction Therapist (LAT)
Ø
Be of a majority age.
Ø
Have no felony convictions, and no
misdemeanor convictions involving moral turpitude, although the Board may grant
exceptions to this requirement if consistent with the public interest.
Ø
Demonstrate integrity,
professionalism and character in addictions therapy through professional
recommendations that attest to your abilities and professional performance.
Ø
Complete a graduate degree program
with a concentration in addictionology, chemical dependency, or substance abuse
from an accredited program.
OR
Complete a graduate degree
program in a mental health discipline with the listed twenty one (21) semester
hours of course work (either graduate or undergraduate). Four (4) quarter
credits equals three (3) semester credits:
- Course work in each of
the following four (4) specific areas:
- Counseling
Theories-3Cr. Theories and principles of counseling and psychotherapy.
- Counseling
Skills-3Cr. Methods and techniques of individual and group counseling.
- Practicum in
Addictions/Chemical Dependency Counseling-3Cr.
- Counseling Ethics
2-3Cr.

And a minimum of ten (10) semester
credits from any combination of the following seven (7) areas:

Assessment: Appraisal, assessment, testing, diagnosis/dual diagnosis.
7.
Organization and Administration of
Addictions/Chemical Dependency Services: Treatment planning, client management,
intervention, relapse prevention, chemical dependency agency management, etc.
Ø
Complete a minimum of three
thousand (3,000) hours of supervised clinical training/work experience in
addictions therapy. This experience must meet the requirements set forth in the
rules. Of the three thousand (3,000) hours, a minimum of one thousand five
hundred (1,500) hours must be post masters supervised clinical experience. Up
to one thousand five hundred (1,500) hours may be practicum or internship hours
completed at the master’s or doctorate degree level.

Graduate level equivalent
practicums, internships, field experiences and post-master’s degree paid
on-the-job supervised work experience may be counted towards meeting this
requirement.
·
Guidelines for supervised
training/work experience are from the professional and training standards of the
Association of Addictions Professionals.
Ø
Complete a minimum of one hundred
(100) hours of direct, verifiable, individual face-to-face clinical supervision
with a qualified clinical supervisor. Group supervision is not acceptable
towards completion of the individual face-to-face clinical supervision
requirement.
Ø
Achieve a passing score as
established by NAADAC on the Master Addictions Counselor Examination.

GENERAL INFORMATION
- The Board will not
review your qualifications without receipt of a formal application and fee.
- All fees are
non-refundable. Payments must be in the form of a certified check or money
order made payable to the State of Wyoming. Do not send a personal or
business check.
- All documents
submitted in support of the application must contain an original signature
and be submitted directly to the Board from the source, not forwarded
through you. The Board will not accept faxed or photocopied documents.
- Application files
will be presented to the Board for review when all required documentation
has been received.
- The Board endeavors
to meet monthly. Every effort will be made to review applications before
examination deadlines; however, occasionally a meeting may be canceled due
to unforeseen circumstances. You should apply well before the examination
deadline or be prepared to wait until the next administration of the
examination.
Licensing: Which Application Method Applies?
APPLICATION FOR
PROVISIONAL LICENSE - You should
apply for a provisional license if you have just recently graduated with your
masters degree, or if you have not taken the national licensure examination, or
if you have not compiled 3,000 hours of documented supervised experience with
100 hours of individual face-to-face clinical supervision.
